Taxpayers for Responsible Land Use

Taxpayers for Responsible Land Use is a non-profit 501(c)4 organization dedicated to preserving the special community of La Jolla.

In June 2006, TRLU filed a lawsuit to challenge the proposed development of Site 653, a city-owned parcel in a residential area, located at the corner of Torrey Pines Road and La Jolla Village Drive. The lawsuit contested the City of San Diego's approval of construction of a massive student center on Site 653, and authorization of a below market sale of the parcel.

TRLU prevailed in February 2009, when the San Diego Court of Appeals ruled that the project applicant and City of San Diego must follow California Environmental Quality Act guidelines and submit a full environmental impact report.

The applicant responded to the ruling in October 2010 by submitting a new proposal, subject to an environmental impact report. TRLU remains opposed to the project based on potential impacts to aesthetics, community character, land use, traffic, parking, and growth. This residential area is simply not an appropriate location for a massive student center.
